What Do these Benchmark Levels Mean?
To
get a clear idea of an employee's competency in English at a certain level
of the benchmarks, please take a look at the
sample of writing and speech of employees at
all different benchmark levels. These samples are assessed to be at the
mid grade of each level.
HKWEB are
linked to the Common European Framework of Reference for Languages (CEF).
The table below gives brief descriptions of the English language ability
expected at each level of the HKWEB.

Lower C2 to C1 |

At this level, a person is expected to write clear and well-organized
texts with good control of language and style; express oneself fluently,
spontaneously and precisely, demonstrating a flexible and effective
use of English for social and professional purposes; and understand
a wide range of texts, with the ability to read between the lines.

In the workplace, such a person should be able to handle
a wide range of written correspondence with internal and external
contacts as well as documents used within his/her profession. He/she
can also function effectively in speaking situations such as meetings,
seminars and presentations. |

Lower C1 to B2 |
l
At this level, a person is expected to write on a wide range
of subjects with clarity; interact with native speakers of English
with a certain degree of fluency and spontaneity; and understand
the main ideas of complex texts, especially those concerning his/her
own professional field.
l
In the workplace, such a person should be able to handle
routine written correspondence, such as request for goods or services,
with internal and external contacts. He/she can also function well
in speaking situations relating to a normal working day. |

Lower B2 to B1 |
l
At this level, a person is expected to write connected texts
on familiar topics or topics of personal interest, with the ability
to provide brief reasons and explanations for opinions and plans;
maintain verbal communication in most situations relating to common
daily needs; and understand the main points of texts on familiar
matters regularly encountered in work, leisure, etc.
l
In the workplace, such a person should be able to write with
a reasonable level of accuracy on familiar subject matters, and
to handle speaking situations with clients on simple matters.
l
Secretaries should aim to attain at least Level 2 Low in
both speaking and writing. Executives / Administrators / Associate
Professionals should reach at least Level 2 High in both speaking
and writing. |

Lower B1 to A2 |
l
At this level, a person is expected to write, in simple language,
about himself/herself, matters concerning his/her immediate environment
and need; communicate in speech about simple and routine matters
requiring a simple and direct exchange of information; and understand
individual sentences and frequently used expressions of most immediate
relevance (e.g. basic personal and family information, shopping,
etc).

In the workplace, such a person should be able to write short
notes to colleagues or known external contacts, and to make simple
statements and conversations within his/her own job area.
l
Employees in Low Proficiency Job Types should aim to attain
at least Level 1 Low in writing. Front-line Service Personnel should
reach at least Level 1 Mid in speaking and Level 1 Low in writing.
Clerks should reach at least Level 1 Mid in speaking and Level 1
High in writing. Receptionists / Operators should reach at least
Level 1 High in speaking and Level 1 Low in writing. |

At this level, a person is expected to understand and use
English for simple and concrete personal needs, using familiar everyday
expressions and very basic phrases, with the other party talking
slowly and giving help. Such a person should be able to introduce
him/herself and others; exchange information about personal details;
and give simple description about people and things he/she knows
or has.
l
In the workplace, such a person should be able to write very
simple and routine requests to colleagues, and pass on simple and
routine messages.
l
Employees in Low Proficiency Job Types should aim to attain
at least this level in speaking. |
