HOW DO HKWEB WORK?

The chart below shows the HKWEB (written and spoken) for the six different job types, namely, 

                         Clerks

                        Executives/Administrators/ Associate Professionals

                         Frontline Service Personnel

                         Low Proficiency Job Types

                         Receptionists/ Telephone Operators

                         Secretaries  

The scale of HKWEB is divided into Four Levels, level 4 being the highest. Each level is further sub-divided into 3 sub-levels. For each job type, benchmarks are set separately for an employee's competencies in spoken and written English. The bar in the chart reflect ranges of competency in different skills desired for each specific job type, with the lowest point of each bar showing the minimum level of competency for the corresponding skill and job type.

 Taking the spoken English benchmarks for clerks as an example, the lowest point of this bar is the minimum benchmark i.e. Level 1 (mid), and the highest point on this bar is the higher benchmark i.e. Level 2 (mid). Likewise, the minimum and higher benchmarks for written English for clerks are Level 1 (high) and Level 3 (mid) respectively.
