The Standing Committee on Language Education and Research (SCOLAR) was established on the recommendation of the Education Commission Report No.6 in 1996.  It advises the Government on language education issues in general and on the use of the Language Fund, as well as oversees various Language Fund projects, including: English Festival, English in the Air, English Language Camps, Professional Development Incentive Grant Scheme for Language Teachers, Putonghua Festival, Putonghua Summer Immersion Course Subsidy Scheme, Workplace English Campaign and others. 

SCOLAR is chaired by Professor CHENG Kai-ming, SBS, JP, with ten non-officio members from various sectors of the community and six ex-officio members including the respective Chairpersons of the Curriculum Development Council’s Committees on Chinese Language Education, English Language Education and Early Childhood Education, the Chairman of the Advisory Committee on Teacher Education and Qualifications, the Secretary General of the Hong Kong Examinations and Assessment Authority, and Deputy Secretary for Education.
